Secure Shuffling and python

Is there a way to implement secure shuffeling(secure shuffling?) with the ability to decode/validate on my own application server?

We would like to be able to secure our beacons but also not have to make a api call, each time we need to validate the integrity of a beacon etc.  Is this something that is possible?
Python/nodejs decoding would be prefer, but we should be able to build a functional poc around C# if need be.

I tried search for documentation but i am falling short, any info would be appriciated.
